NCRC’S CORE VALUES

  • We advance educational rights, instructional policies and teaching products which support inmate learning platforms that provide low cost digital academic instruction and career technical educational tools and services to all inmates thereby reducing crime.
  • We champion transformation and enablement of low cost pre-approved Flat Screen Computer TVs [FSCTs] currently available to all CDCR prisoners so that inmates can have free or low cost 24 hour access to advanced academic instruction and career technical education, currently being offered free by Stanford, Harvard, Berkeley, MIT and Kahn Academy on DVD and other secure digital formats.
  • We support a correctional educational rights and instructional policy transformation which advances a measurably accountable financial incentive program benefiting correctional staff.  Officers and personnel must be incentivised from the bottom up thereby holding lower level correctional staff accountable for student performance criteria and job results, leading to a verifiable employment outcome upon parole
  • We support policies and Governance procedures that allow correctional school principals and Institutional Facility Staff to select teams of educators and job placement professionals, holding them directly accountable for student performance leading to an employment outcome upon release, but allowing them flexibility to exercise sound professional judgment assuring safety and security, while advancing measureable employment and job placement goals.
  • We promote inmate education reform and advancement based on a clearly-articulated no to low cost blended learning high technology correctional environment, which implements standards and expectations from core subject area’s that produce a measurable employment outcome upon release.

 


TECHQUEST GOALS AND OBJECTIVES

The Techquest project is a multi faceted advocay
campaign which supports immediate implementation of the most technologically advanced, Low Cost and measurably effective Inmate Education and Job Placement correctional program in the U.S. A high quality employment based education platform is a foundation which must be achieved to overcome some of the worst repetitive crime statistics (recidivism) in the nation, showing that California inmates are trapped in an ineffective, costly, bureaucratic and deeply dysfunctional prison education system, which decreases public safety, increases violent crime and perpetuates budget shattering re-incarceration costs. This destructive process requires a multi-disciplinary, innovative high tech solution and will be achieved by implementing TechQuest’s educational tools and advocacy project.

CDCR, its educators and the Guards who are employed to provide a secure learning environment have failed to change the deep decline of correctional education, which at the moment is not advancing or tracking a job placement outcome. Our inquiry is focused on how the responsible parties tolerated such degradation of California’s system of correctional education. NCRC is committed to challenge as well as technologically reform California’s broken inmate education system.

We champion digital education professionals and private enterprise leaders who have the resolution to vigorously contest the downfall of California’s inmate education and job placement system. We seek diverse entrepreneur leaders who believe low cost prisoner education digital tools must be advanced using every possible tool at NCRC’s disposal.

Our Goal to reforming California’s (and other states) failed correctional educational schools cannot be accomplished by perpetuating current apathetic attitude projected by many crime victims, some correctional parties and members of the public who seek to throw away parolees and incarcerated individuals as a useless outcast underclass. NCRC seeks fearless and innovative individuals who realize the huge need to solve this pervasive public safety and educational challenge. The TechQuest project seeks to focus major educational effort on reentry learning so that our prisons are not releasing unemployable parolees who are forced to continue in a life of crime and lawlessness.

We know that effective digital technology educational and job placement solutions exist and must be advanced and made available to all prisoners 24 hours a day. Determined action, implementation and support on your part will benefit society by reducing recidivism and thus lowering violent crime.
