BLENDED LEARNING>

The blended learning model combines in-prison teaching and digital learning methods.  Class lessons differ based upon what each student has mastered.  Blended learning classes are having and individual impact that traditional model schools can’t have.

BUDGET NEUTRAL>

No increased cost to Corrections Budget.  The proposed 2013-2014 State budget increases prison spending $250 million, including $52 million in General Fund increases, bringing the total corrections budget to over $10 Billion (80% going to security staff and very little going to inmate education to reduce recidivism).

CDCR>

California Department of Corrections and Rehabilitation (State Prison system including management staff (many are ex CCPOA members).

CCPOA>

California Correctional Peace Officers Association (State Prison Guards Trade Union with over 30,000 dues paying members and lobbying staff) current lobbying team has access to over $15 million annually.

FSCT’s>

Currently CDCR approved Flat Screen Computer Television (Educational DVD functionally disabled so only music CD’s can be obtained and played by inmates including Racist, Sexist and Violent Music CD titles.)  NCRC’s goal is to enable 24 hour inmate access to DVD and other advanced academic and career technical and digital training tools.

INMATES>

California State Prison and County prisoners including Parolee’s which have one of the highest Recidivism rates in the Nation.  Causing both high repetitive violent crime and high incarceration costs to Federal and State taxpayers.

MOOC’s>

Massively Open On-line Courses > free on-line college courses available from Berkeley, Stanford, Harvard and MIT on DVD’s, (many available for free, no internet access needed).

KAHN ACADEMY>

Educational Non-Profit digital teaching platform organization which could provide many specific academic and vocational courses to prisoners on DVD at low or no cost.  (Originally funded by the Bill and Melinda Gates Foundation.)

RECIDIVISM>

Released inmates repetitively and habitually committing violent criminal acts, including Murder, Rape, Child Molestation, Car Jacking, Robbery, Burglary and being re-incarcerated mostly due to the lack of education and employability.  NCRC’s goal is to reduce Recidivism, which lowers crime rates as a result of increasing job placement and employment outcome upon parole.

TEXTQUEST>

NCRC’s academic and career technical education advancement project is focused on lowering the state’s cost to prepare inmates for release by providing 24 hour access to the most technicallogically advanced digital learning platform in the US.

These FSCTs can play racist, sexist and violent music CD’s but not Academic or Career Technical Training Educational DVDs.
